Table 7: Glossary
Aboriginal Community-Controlled Organisation (ACCO)

An organisation that delivers services, including land and resource management, that builds the strength and empowerment of Aboriginal communities and is:

  • a. incorporated under relevant legislation and not-for-profit
  • b. controlled and operated by Aboriginal people
  • c. connected to the community, or communities, in which they deliver the services
  • d. governed by a majority Aboriginal governing body

As per clause 44 of the National Agreement on Closing the Gap

Aboriginal organisationAn Aboriginal Community-Controlled Organisation, Traditional Owner Corporation or other Aboriginal-led or Aboriginal-governed organisation.
Coalition of PeaksThe Coalition of Aboriginal and Torres Strait Islander Community-Controlled Peak Organisations. The Coalition of Peaks is a representative body consisting of Aboriginal and Torres Strait Islander national and state and territory community-controlled peak organisations who work to improve life outcomes for Aboriginal and Torres Strait Islander people.

First Peoples’ Assembly of Gellung Warl

Consisting of democratically elected members to inform Parliament and the Victorian Government on matters that affect Aboriginal people and make decisions about issues that impact Aboriginal people.
Gellung Warl

Gellung Warl, meaning ‘tip of the spear’ in in the Gunaikurnai language, is the First Peoples’ representative and deliberative body established under the Statewide Treaty Act 2025. Gellung Warl consists of three parts:

  • The First Peoples’ Assembly of Gellung Warl
  • Nginma Ngainga Wara
  • Nyerna Yoorrook Telkuna

Nginma Ngainga WaraThe Statewide Treaty Act 2025 establishes Nginma Ngainga Wara as an accountability mechanism within Gellung Warl.
Nyerna Yoorrook TelkunaThe Statewide Treaty Act 2025 establishes Nyerna Yoorrook Telkuna to lead ongoing truth-telling, healing and reconciliation across Victorian towns and regions, promoting understanding of local history and place.
Partnership Forum on Closing the GapThe Partnership Forum on Closing the Gap is a group that oversees Victoria's action on the National Agreement on Closing the Gap.
Productivity CommissionThe Australian Government’s independent research and advisory body on economic, social and environmental issues affecting the welfare of Australians.
Statewide TreatyVictoria’s first Statewide Treaty formally commenced on 12 December 2025. The Statewide Treaty Act 2025 gives effect to this Treaty and establishes a new entity, Gellung Warl, which has evolved from the First Peoples’ Assembly of Victoria.
Traditional OwnerAn Aboriginal person who has traditional connections to an identified geographical area of Country.
Traditional Owner CorporationAn incorporated group that represents the interests of Traditional Owners in a particular area. They may hold rights under federal or state legislation on behalf of the Traditional Owners they represent, or they may have no formal agreements in place.
Yoorrook Justice CommissionThe first ever formal Truth-telling process in Australia inquiring into Aboriginal people’s ongoing lived experiences of colonialism and systemic injustice in Victoria.
