SET Action 11.4 Develop and implement Aboriginal-led early intervention and community-based initiatives that strengthen cultural identity, family and Community connection, and prevent Aboriginal children and young people from offending.
SET Action 11.5 Develop and implement Aboriginal-led diversion and restorative justice alternatives that are grounded in culture, family and Community, providing meaningful pathways for Aboriginal children and young people to repair harm and address offending behaviour outside the justice system.
SET Action 11.6 Provide culturally safe and strong supports for Aboriginal children and young people in contact with the justice system, while strengthening accountability and Aboriginal community leadership in decisions that affect them.
SET Action 12.1Prioritise Aboriginal-led service design and investment that strengthens early and tailored supports for Aboriginal people in contact with the child protection system, with agreed indicators to monitor outcomes.
SET Action 12.2 Increasingly re-direct investment in prevention and early intervention services from government and Community Service Organisations (CSOs) to ACCOs delivering specialised child and family services, proportionate to the overrepresentation of Aboriginal and Torres Strait Islander children in the child protection system.
SET Action 13.1 Review family, domestic and sexual violence service models for Aboriginal people in Victoria.
SET Action 13.2 Develop a strategy to support the expansion of family violence services to meet demand across Victoria, including on Country where possible.

SET Action 14.2 Continue to work towards implementation of tailored Aboriginal responses to mental health crisis aligned with Royal Commission recommendations 8, 9 and 10 and commitments made to the Yoorrook Justice Commission Social Justice Hearings.
SET Action 15.1 Set the inland waters target and enable Traditional Owner groups to exercise their legal rights and interests over inland waters.
