Support department-wide prioritisation of self-determination reform initiatives at the executive level.
Current status
- The Subcommittee on Self-Determination Reform met three times in both 2024 and 2025.
- The Terms of Reference have been revised to refocus the subcommittee to Treaty Implementation.
Barriers/risks - N/A
Next steps - The Subcommittee on Self-Determination Reform will be repurposed to focus on Treaty Implementation.
- Monitoring processes through this report will be reviewed and supported by a different governance arrangement in future.

Status Intended outcomes
Support department-wide prioritisation of self-determination reform initiatives at the executive level.
Current status
- The ASN meets fortnightly where staff can connect and be directed to culturally safe resources and supports.
- The ASN supported staff to attend the IPAA First Nations Gathering in 2024.
- The ASN is promoted to new staff during induction and through report-backs in FPSR all-staff meetings.
Barriers/risks - Staff dropping from the network due to voluntary nature and competing work priorities.
- High staff turnover leading to losing institutional knowledge and momentum.
- Lack of formal process for ASN to be informed of new Aboriginal staff.
Next steps - Continue fortnightly meetings of the ASN.
- Peer Support Network training for interested staff and supporting the development of First Peoples' led guidance for managing conflicts of interest for Traditional Owners.

Address racism against First Peoples through government-led anti-racism initiatives.
Current status
- Victoria's Anti-Racism Strategy publicly launched in November 2024.
- The 2024-25 State Budget committed $4 million over two years through the Multicultural Affairs portfolio for anti-discrimination measures, which will deliver key actions identified in the Strategy.
- Two First Peoples ex-officio members were appointed to the Anti Racism Taskforce for a term running until 30 June 2026 with opportunity for reappointment.

Next steps - Continue to support and advocate for First Peoples’ representation on the Anti Racism Taskforce.

Supporting access to data for First Peoples.
Current status
- Victoria supported the establishment of a national Data Policy Partnership by Joint Council decision in June.
- Currently investigating opportunities for a Place-based Partnership and Community Data Project in Gippsland in partnership with VACCA.
Barriers/risks - N/A
Next steps - Consider options for a Place-based Partnership and Community Data Project.
- Continued focus on Victoria's new Closing the Gap Implementation Plan.
- Coordination with other jurisdictions on data development.

Status Intended outcomes
Supporting access to data for First Peoples.
Current status
- The rebuild of the VAAF data dashboard was successful and went live in 2025.
- The VAAF data dashboard project will change to an ongoing process of increasing the amount of data visualised. Specifically, an increase in the amount of data disaggregated by geography.
Barriers/risks - Difficulty with collecting relevant data to track performance against all VAAF goals continues to pose a challenge to performance reporting through the dashboard, impacting reporting of some regional data.
Next steps - VGAAR 2025 is currently being drafted, with release of data on the VAAF data dashboard by July 2026.
- Improving locally available data will be an ongoing point of focus.

Promote accountability and transparency around government efforts to implement Closing the Gap.
Current status
- VGAAR 2025 is currently being drafted and is expected to be published in 2026.
- The 2024 VGAAR was tabled in parliament and published in June 2025.
- The 2023 VGAAR was tabled in parliament and published in June 2024.
Barriers/risks - The scope of the Report year on year gets larger as more data, other content and analysis are added.
Next steps - VGAAR 2025 is due for publication in June 2026.

Current status
- VGAAR 2025 is currently being drafted.
- Successfully tabled VGAAR 2024 in Parliament in June 2025. The 2024 VGAAR reporting on 83 out of 111 measures.
Barriers/risks - The scope of the Report year on year gets larger as more data, other content and analysis are added.
Next steps - VGAAR 2025 is due for publication in June 2026.

Current status
- FPSR worked closely with DJCS to deliver two collective in-person apology events across 2024 and 2025.
- FPSR continues to support DJCS to deliver written apologies.
Barriers/risks - N/A
Next steps - Support to DJCS to establish and deliver an in-person apologies process, as per recommendation eight of the Final Report of the Stolen Generations Steering Committee.

Status Intended outcomes
Promote self-determination in decision-making partnerships, including through broad and representative engagement with First Peoples’ communities.
Current status
- FPSR continue to meet regularly with Ngaweeyan Maar-oo at different levels specifically about the Partnership Forum and to progress work in partnership.
- The Partnership Forum met three times in 2025, with one meeting delayed due to scheduling clashes with the Statewide Treaty.
- At the last meeting of 2025, the Forum noted progress on the Independent Aboriginal-led Review of Closing the Gap as well as Victoria's new Closing the Gap Implementation Plan (Implementation Plan).
Barriers/risks - Scheduling alignment is a challenge for the Partnership Forum due to the level of seniority within its membership.
Next steps - Progress actions from Victoria's new Closing the Gap Implementation Plan.
- Maximising the potential of the Partnership Forum for substantive discussion and consequential decision-making to progress Victoria’s commitments under the National Agreement.

Status Intended outcomes
To support genuine, transparent, and purposeful government participation in the Commission’s truth-telling inquiry.
Current status
- The Commission formally ended on Tuesday 24 June 2025 with the delivery of its final report to the Governor and the First Peoples’ Assembly of Victoria.
- FPSR is coordinating the State’s final response to the Commission, which will include responses to the 100 recommendations contained in Yoorrook for Transformation.
- FPSR is also working with DPC shadow branches and DTF to undertake coordinated consideration of 2026-27 State Budget bids that support the implementation of Yoorrook for Transformation recommendations.
- On 3 April 2024, the Victorian Government’s response to the Commission's Yoorrook for Justice report was published.
- In October 2024, the Government delivered the implementation plan progress report responding to the recommendations included in the Commission's Yoorrook for Justice report.
Barriers/risks - Given the significance of the Commission’s findings and recommendations, the State response could have significant operational implications and requires careful collaboration across government.
Next steps - FPSR is coordinating the State’s final response to the Commission, which will include responses to the 100 recommendations contained in Yoorrook for Transformation.
