Pre-CHMP preparation
- Project pre-application meetings with local government and RAP(s)
- Examine the Mapping platform for strategic planning and consider potential impacts on landscapes of cultural heritage significance
CHMP initiated
- CHMP is required by Regulations or chosen voluntarily
Engage Heritage Advisor (HA)
- Obtain quotes; confirm HA experience with CHMPs, RAP and activity type
Lodge Notice of Intent
- Notify relevant RAP(s) that a CHMP will be prepared.
Agree Statement of Significance
- RAP agrees to preliminary Statement of Sensitivity about the activity area if applicable and sends it back with the NoI to the Sponsor
Desktop assessment
- Meet RAP; establish Indigenous Data Agreement (if Aboriginal intangible values may be involved and an IDA has not been prepared)
- Review geomorphology, VAHR/previous CHMPs/SAHAs/CVAs; assess cumulative impacts and land use history
Decision: Is further assessment required?
If no, proceed to Prepare CHMP conditions.
If yes → determine Standard or Complex assessment
Standard assessment
- Co‑design and agree plan with RAP (survey strategy, methods, A info collection).
- Conduct survey; record places to VAHR; develop place significance statements; meet to agree about complex assessment
Decision: Is complex assessment required?
If no, proceed to Prepare CHMP conditio
If yes, proceed to Complex assessment
Complex assessment
- Co‑design and agree on excavation plan with RAP (strategy, sampling, reporting, custodianship).
- Conduct excavation within footprint/activity area limits; update place extents.
Prepare CHMP conditions
- Link each condition to a Statement of Significance for each place.
- Include contingencies; present draft conditions to RAP for input.
Decision: Salvage proposed?
If yes, develop and agree a Salvage Strategy (scope, sampling, RAP participation, custody, reporting).
If no, proceed to final CHMP meeting.
Final CHMP meeting with RAP
- Discuss and agree conditions (incl. contingencies, induction, salvage) significance and sensitivity statements
- If unresolved, consider DPC assistance or dispute resolution before submission.
Submit CHMP for approval
- RAP evaluates; may approve or refuse based on s.61 matters.
Inductions conducted (if a condition)
- Cultural awareness induction (once per RAP area per activity).
- Site induction(s) for personnel working on‑site; record attendance.
Implement conditions
- Sponsor implements all approved conditions during and after works.
- (If salvage approved) Salvage Conduct Agreement, then salvage + Salvage Report to VAHR.
