Key achievements for this domain include:

State and sub-state (lower geographic) data on the VAAF data dashboard.
Progress against the 2021-2023 Victorian Closing the Gap Implementation Plan (Implementation Plan) through the 2021 VGAAR.

The status of these actions remains ‘in progress’ and ‘ongoing’ with the release of sub-state data dependent on the availability of data and the release of the 2023 and 2024 VGAAR. Ongoing engagement with departments and agencies on data sharing agreements and with Ngaweeyan Maar-oo, the Koorie Caucus of the Closing the Gap Partnership Forum, will be integral to progressing key actions in this domain in 2024.

FPSR is the only group with actions in this domain, highlighting a need for a stronger collective focus on outcomes reform.

Intended outcomes	Supporting access to data for First Peoples.
Progress	The VAAF data dashboard was updated in October 2023, including release of sub-state education data. A new environment for the VAAF data dashboard is required due to the recent migration to the Ripple 2 design system.
Barriers and mitigation strategy	Current environment for the dashboard is a barrier to responding to Ngaweeyaan Maar-oo request for greater tracking and reporting of local data. DPC will work with the Department of Government Services (DGS) and other departments to rebuild the dashboard. DPC will also collaborate with Ngaweeyan Maar-oo to develop and agree additional ways to improve tracking and accountability.
Next steps in 2024	Scoping a potential rebuild of the VAAF data dashboard. The potential rebuild of the VAAF data dashboard provides an opportunity to expand the number of substate data items FPSR currently publishes and to display data in unique and more user-friendly ways.

Intended outcomes	Promote accountability and transparency around government efforts to implement the VAAF.
Progress	Victoria's Closing the Gap Implementation Plan has been extended until 30 June 2025 to allow time to ongoing consultation with First Peoples stakeholders to self-determine next steps in the development of a new implementation plan. Work on the 2023 VGAAR commenced in October 2023.
Barriers and mitigation strategy	The extension of the Implementation Plan and any delay to development a new Implementation Plan risks it becoming unresponsive to the current needs and aspirations of First Peoples stakeholders. FPSR will work in partnership with Ngaweeyan Maar-oo to identify their priority areas and how best to implement them before 2025.
Next steps in 2024	Cabinet consideration of Closing the Gap mid-cycle update in March 2024. Finalise four socio-economic priorities to advocate for national action at Joint Council on Closing the Gap meeting in July 2024. Finalise and table 2023 VGAAR before 30 June 2024.
